Vaan's friend.

Like Vaan, Penelo calls Rabanastre's Lowtown her home. She been watching over Vaan and trying to stop him to get into trouble. She lost here family in the war and then later was looked after Migelo, a close friend of here parents. Like Vaan she also helps Migelo in the shop and doing odd jobs in and around the city. Penelo enjoys the lighter side of life, but she is not altogether unfamiliar with battle and was thought how to fight.
